I used to play a copy of the empire mud code back when Paul still
hosted it and was working on it himself. Sure, some of the features
were never completed, but from what I've heard in the past couple of
days I've spent playing on this copy, the people hosting it are
actively working to finish up everything that was never finished.
I highly encourage anyone who like muds to give this a try.
