1. Choosing a Code Base

I've been out of circulation for a while and am getting ready to start a small Role-playing enforced MUD. This project will involve a lot of modifications, mostly to remove features or modify them. I have worked with DIKU/MERC and ENVY as well as ROM. What I am looking for is advice on picking a code base that I can tweak without being a master programmer. Examples of what I want to do: 1) I want to control the speed of the in game day and make it closer to real world time... say 4 game days in one Real Life Day. I'd like this to be a variable or constant that I can just change and re-compile, not some wierd tweek to the timing code. 2) I want to change the need for eating and drinking but not remove it completely. 3) I want to change the number of levels and the amount of experience needed to gain them. 4) I want to set up custom classes 5) I want to limit what skills an NPC can teach a player to make the learning of some skills resultant on the outcome of quests. 6) I want to develop an ANSI wilderness map for traveling between cities. If I didn't have to re-invent the wheel, that would be great too.
NOW- I don't want advice on how to do these 6 things. What I do want advice on is what code base I should choose to limit the amount pain and suffering I am doomed to experience making these changes.
Oh- and I'll need OLC to run on this code base. Any help is apprecaiated, Bi-Focal

>>>>OK<<<<<< It is going to be ROM. I've worked with it before and so now I'm wondering what version of ROM. I've seen three versions, one called "Ember" I belive. Does anyone have any comments or warnings about the different ROM versons?

Well you can do any of that stuff with any code base I think rom is probly going to be the easiest...im not totally sure on that because i havent see every codebase.

yeah, id say rom or circle would be good, ive seen some of this stuff done on circle
