Silly question but... is the file 'index' in /lib/world/zon in good order? I once encountered a problem in the 'index' that had been caused by people listing the files out of numerical sequence. The MUD still have the data, as far as some operations are concerned, but not others. If developers have referenced areas by anything other than their actual vnum (e.g. 4.zon or 231.zon) then you're asking for trouble. bobsnewarea.zon is not a good filename, unless you can be sure it's referenced in exactly the right order...
So that might do it. Or it might be something more fundamental, and game- engine related.
Can you ZEDIT, REDIT, etc., in zones with vnums from 0-31?
