CoffeeMUD.  Tinker with it on your Windows machine.  Easily port it over to a Linux VPS if you decide you want to get serious and look for players.  It is chock full of features, and you can do an incredible amount of customization and content creating without need to know how to code.

You need to figure out your codebase, each is a little different and some are in different coding languages.

I would suggest if you know Python or want to learn that you look at Evennia. http://www.evennia.com/

Apos's game Arx uses it: http://play.arxgame.org/

Another resource:  https://www.tbamud.com/

TBA MUD is FAAAAAR from open source, so as per that part of the OP's request, this would be a terrible choice, with especially how restrictive not only the Diku license is, but the Circle MUD license is far stricter.

He just wants to make a fun little mud, I highly doubt OP wants to contribute to the source code community and meant "free and available" when he said open source.  TBAmud would be an excellent resource to make a fun little mud.  Install and start building.

He specifically requested a MUD using an "open source codebase".  I'm not going to infer or assume intent where there's no context to think he meant anything other than what he specifically said, and if someone is suggesting something that isn't open source (and in fact is one of the single most restrictive licenses in all of MUDdom), I'm going to point that out.

Lots of people say "open source" when they mean "free to use and modify"...

Maybe it's enough that attention has been called to the potential conflict.

I would suggest if you know Python or want to learn that you look at Evennia. http://www.evennia.com/

Have you seen the code, how intertwined it is with Django's ORM?  I'd rank that codebase as slightly heinous at best.
